UAE leg: Mobile Payslip Shows Error: There are no Payslips Available to View (Doc ID 2737846.1)

Symptoms

Problem Statement:

When trying to access payslip from mobile application, user receives the following error:

 

There are no payslips available to view

"Generate PDF Payslips" process does not pick any record

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1 Run Payroll Run
2 Run PrePayments
3-Run Payment Method Program (UAE Payment Output File / Cash)
5. Run "Generate PDF Payslips" process
6. Try to view payslip from mobile app
