Getting a 'Could Not Reserve Record [2 Tries]. Keep Trying' Error When Using the Update Service Functionality (Doc ID 2738295.1)

Symptoms

When attempting to update and save the Service Item on a Service Contract Line using the Update Service function, the following error message is displayed. After clicking 'No', the changes can actually be saved, but the message pops up whenever the user is attempting to modify the service items.

Could not reserve record [2 tries]. Keep trying?

Steps
1. Using a Service Contracts responsibility.
2. Access a contract and attempt to use the Update Service functionality to modify the Service Item on the Lines.
3. After update, the save action results in the indicated error.
