On : 12.1 HRMS RUP13 version, US Payroll Tax Issues

ACTUAL BEHAVIOR
----------------------
In Year End Phase 2 patch for 2020 and November Vertex Monthly file, new Legislation was delivered for the Connecticut Paid Family Leave. 

The State Misc2 rate delivered by Vertex is the customer's State Unemployment Insurance (SUI) Rate 1.9%.


EXPECTED BEHAVIOR

The Connecticut Paid Family Leave rate beginning January 1, 2021 should be 0.5%.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:


1. Applied Year End Phase 2 patch 32281000 - YE20P2 US & CANADA END OF YEAR 2020 STATUTORY UPDATE II

2. Applied November Vertex monthly file

3. Submit a quick pay for an employee living and working in the State of Connecticut

4. Observe the State Misc2 Withheld (CT) is 1.9% which is the Employer's State Unemployment Rate.
