Work Flow Notifications -- Receipt Notifications getting trigger for closed Requisitions

Workflow notifications are triggered automatically for closed receipts.

EXPECTED BEHAVIOR

Expect no notifications to be generated for

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Users open worklist
2. Confirm receipt notifications are received
3. The notifications are for closed orders
