AutoCreate Configuration Items Performance Issue After Migrating To 12.2.9 (Doc ID 2740127.1)

Symptoms

'AutoCreate Configuration Items' for generating the Star item in the System is taking 15 minutes to complete.
This happens after migrating to 12.2.9 instance.
It worked fine in 12.1.3 instance (it takes 1-2 secs for each Order)

As per the trace file below INSERT statement is the most time consuming:
