On : 12.1.3 version, Batches
When attempting to create a batch in a new organization,
the following error occurs, even though there are valid validity rules for the organization.
ERROR

APP-GMD-81134: No validity rules exist for validity rule specified criteria
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Production Supervisor > Create Batch
2. Enter product and qty on Product Output tab or Total Output tab. On Recipe tab, nothing shows up in the LOV.
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot create batches in the new org.
