Rollover Consolidated Quotes Status Doesn't Change To Incomplete After "Update" & "Apply"

ACTUAL BEHAVIOR

After patch 31908236:R12.OKL.C Rollover Consolidated Quotes doesn't go to Incomplete status, when clicking on "Update" & then "Apply" (it remains Approved) and the Add/Remove Quote Button are not displayed anymore
Before patch when a consolidated quote was updated, it's status was changed from Approved to Incomplete and customer was able to use Remove/Add Quote Buttons.
EXPECTED BEHAVIOR

The expectation is that the Rollover Consolidated Quotes behavior should be the same as before the patch was applied
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Before patch 31908236:R12.OKL.C when a consolidated quote was updated, it's status was changed from Approved to Incomplete and customer was able to use Remove/Add Quote Buttons.
2. Apply patch 31908236:R12.OKL.C
3. After patch Rollover Consolidated Quotes doesn't go to Incomplete status, when clicking on "Update" & then "Apply" (it remains Approved) and the Add/Remove Quote Button are not displayed anymore
