Quality Collection Workbench lov for a User Defined Element gives error (Doc ID 2740610.1)

On : 12.1.3 version, SUPPORT

In an user defined existing collection plan , there was an element  that had a validation code set in the element. Now that element is displaying error if the lov is clicked. Even the auto populated value is also getting invalidated due to the validation code.

oracle.apps.fnd.framework.OAException: oracle.jbo.SQLStmtException: JBO-27122: SQL error during statement

The issue can be reproduced at will with the following steps:
1 .Set up element for Supplier with out any LOV
2. Add validation code to element
3. Add to collection plan after collection plan has been is use.
4 Open Collection workbench
5. Assign the organization.
6. Search for 'user defined' collection plan.
7. Click on the 'user defined' collection plan link.
8. Click on the Add Data(0) button.
9  Enter the Item and hit tab.
There is an Error information displayed on the top of the page:

Error: Can not execute the action on element Item because of the following error: The user-defined validation string cannot validate the data for collection element Supplier Old. Please check the 'Assign a Value' action in the Collection Plans' form

The issue has the following business impact:
Due to this issue, users cannot complete their go live for December 4
