Termination from manager self service deleting email address of the employee (Doc ID 2741212.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Email address in People > Office Details is becoming null when employee is terminated from self service. Applying patch 31974899:R12.PER.C has also not helped.

EXPECTED BEHAVIOR
-----------------------
Email address should remain.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Disable Personalizations

2. Manager Self-Service > Termination > Select Employee

3. Enter Termination Details and click "Next" to go to review page

HR_API_TRANSACTION_VALUES.P_EMAIL_ADDRESS has value until this point.

4. After reaching the Review page, click "Back" to goto the previous page. This could happen when the Manager likes to verify few details before submitting.

HR_API_TRANSACTION_VALUES.P_EMAIL_ADDRESS has become NULL at this point.

5. Submit the Transaction for approval.

6. After approvals, Email Address is removed.
