In Lease Management, rebook for contract with semi-annual arrear payments having start date on last day of the month, fails with error

You may not modify payment dates that are prior to the rebook effective date
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Lease Super User > Rebook contract with semi-annual arrear payments having start date on last day of the month
2. Change the contract payments after rebook effective from date
3. Rebook payment change is not allowed due to error
