Unable To Assign Roles After Upgrading To 12.2.9

Information in this document applies to any platform.
After upgrading to Oracle 12.2.9 when assign a role to a user in User Management, nothing happens.
User navigates to User Management/Users
Search for User and click on Update icon
On next screen, click on Assign Role
Search for role and click on Select - nothing happens
At this point, it should go back to previous screen and populate selected role for user
It was observed that if a Java form is opened first and then navigation continued to the HTML page, the role can be assigned.
