WF: Line Flow - Generic, Bill Only with Inventory Interface Did Not Populate Interface Data On Inventory Table 'MTL_TRANSACTIONS_INTERFACE'

Symptoms
On : 12.1.3 version, Transaction Control
ACTUAL BEHAVIOR
---------------
Have 14 orders lines work flow (Line Flow - Generic, Bill Only with Inventory Interface).
These lines with flow status code (CLOSED). I can find these lines on the receivables
module but users are not able to find that in the inventory module.
OBSERVATION
-------------------
As per the excel spreadsheet provided:
These 14 order lines were show transactions date: 07-Dec-2020 and 23-Dec-2020
To customers knowledge they not aware of anything that may have caused this.
EXPECTED BEHAVIOR
-----------------------
Need a datafix to push the order line to be decremented in MTL tables.
STEPS
-----------------------
1. Responsibility: Order Management Super User
2. XX Orders have progressed to closed and successfully invoiced
3. Clearly the these items have not been decremented in INVENTORY.
