Symptoms

On : 12.1.3 version,

ACTUAL BEHAVIOR
---------------
Sending notifications through Notify Suppliers, the external suppliers are receiving the Notification Detail.html attachment. The attachment is containing the same message as the notification.

EXPECTED BEHAVIOR
-----------------------
Expect to not have the Notification Detail.html attachment in the notification

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Supplier Management Administrator responsibility > Supplier Home
2. Click Notify Suppliers button
3. Check notification as the supplier user.
