ACTUAL BEHAVIOR

OLM is allowing to enroll the person to a particular class though the class level budget is exceeding the person assignment level budget. Employee is able to enroll.

EXPECTED BEHAVIOR
-----------------------
If the class budget is exceeding the budget allotted to the person who is trying to enroll for that particular class then it should not allow them to enroll to that particular class.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.People Enter and maintain
2.Query the person
3.Click on Assignment
4.Others > Budgets
5.Enter the values
6. Learner Home > Click on Enroll
7. Employee is able to enroll to particular class though the class level budget is exceeding budget at the assignment level.
