Symptoms

Error when trying to access the Custom External Learning function which is a copy of standard External Learning function OTA_EXT_LEARNING_SS with an extra parameter 

&pApprovalMode=Y.

Functional Parameter:

pAMETranType=OTA&pAMEAppId=810&pProcessName=XX_OTA_EXT_LRNG_JSP_PRC&pCalledFrom=OTA_EXT_LEARNING_SS&pItemType=HRSSA&pFromMenu=Y&pFromiLearning=Y&pApprovalMode=Y

You have insufficient privileges for the current operation. Please contact your System Administrator.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a new custom function as a copy of standard External Learning not functioning function OTA_EXT_LEARNING_SS with an extra parameter &pApprovalMode=Y.

2. Add this function to "Learning" Menu under External Learning

3. Try to access function from Learner Self Service

4. Error is thrown
