Symptoms

Problem Statement:

Manager Performance Management Tasks are opening very slow when they are accessed from a custom responsibility.

Performing the same tasks from seeded responsibility is working fine. The menu used is seeded

Steps to Reproduce
The issue can be reproduced at will with the following steps:
1. Manager Self-Service custom responsibility> Performance Management 
2. Manager Tasks, any task take long time to access
