Update Work Hierachy Fails Without Any Clear Error Message (Doc ID 2744138.1)

Symptoms

On EAM - Oracle Enterprise Asset Management, 12.1.3 version, Work Execution

When attempting to add a child WO to a parent WO, the following error occurs:

ERROR
-----------------------
Row 1 Error - The entity with header id (<wo_id>) generated the following error(s).

In the log we see:

EAM_PROCESS_WO_PUB.PROCESS_MASTER_CHILD_WO : Check_Wo_Dates for child wo completed with status of E

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to eAM Self-Service pages > Work Orders tab.
2. Query the parent WO.
3. View the Work Relationships
4. Click on Update Work Hierarchy
5. Select Add Existing Work Orders
6. Query the child WO
7. Select the child WO and click Apply.
