"Create Shipment Batches For Fulfillment" Fails With Thai Characters Length Address Exceeding 240 Bytes (Doc ID 2744461.1)

Symptoms

"Create shipment batches for fulfillment" request is failing when Thai characters length address exceeds 240 bytes.
Error message in the log file is the following:

Unexpected error has occured. Oracle error message is ORA-06502: PL/SQL: numeric or value error: character string buffer too small

This is happen due to the length of address.
With Thai characters, length easily exceeds 240 bytes.
If the address is shorter (Ship From) than 240 characters, then it working fine.
