Performance Issue When User Submits A Sourcing Award For Approval (Doc ID 2744942.1)

Symptoms

In Oracle Sourcing, Release 12.2.4 and later, a performance issue occurs when users are submitting an award for approval.

It is expected that the award will be submitted successfully in a short period of time.



Steps To Reproduce

The issue can be reproduced at will with the following steps:
1. Navigate to a Sourcing Super User or Sourcing Buyer responsibility > Sourcing > Sourcing Home Page.
2. On the Sourcing home page, search for the desired RFQ and open it.
3. On the RFQ details page, select Actions = Award Summary and click the Go button.
4. On the Award Summary page, click the Submit for Approval button.
At this point, the performance issue occurs. It takes up to five (5) minutes for the award to be submitted, and sometimes the browser error "Cannot reach this page" occurs.

If viewing the transaction from the AME Test Workbench, it also does not complete successfully.
