Tax category defaulted properly at the Sales Order level, but not at the Order shipment

EXPECTED BEHAVIOR
-----------------------
Tax category should default properly based on the tax rule at both Order and shipment level

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. create sales order and tax category defaults according to tax rules
2. Ship confirm and verify the tax category
3. Find that the tax category has not defaulted properly
