ACTUAL BEHAVIOR
---------------
Modifier CPU_XXXX SPECIAL DISCOUNT_1 was created to allow an additional 5% discount on the list prices for 2021.
It is to exclude orders from some of the customers where some specific end customers (list of them) are noted. The "NOT" condition in the qualifier of these end customers is not allowing the charge/promotion to apply.
