R12: AP: The Values Returned by the LOV(List of Values) for Ship To Location in the Quick Invoices Form Is Not the Same as Those Returned by the Same LOV in the Invoice Workbench Form

Symptoms
In the Quick Invoices form the LOV (List of Values) for Ship-to Location is missing some codes not present that are in the LOV for Ship-to Location in standard Invoice Workbench form.
The Ship-to Location LOVs for both forms should have the same entries.
Steps to reproduce

- In Payables navigate to Invoices > Entry > Quick Invoices
- Navigate to the Ship to Location field and click on it to open the LOV
- See some values are missing
