On : 12.1.3 version, US Payroll Year End
When attempting to submit the Year End Pre Process (YEPP) for any Government Reporting Entity (GRE) the following error occurs.

The issue can be reproduced at will with the following steps:
1. All legislative patches, RUP, Quarter end, Year End Phase 2 were applied.
2. Submit the Year End Pre Process (YEPP) for the Government Reporting Entity (GRE)
3. Observe the error

All legislative patches were applied on one day in January and at one time without submitting the hrglobal, data installer after each major patch
