Symptoms
When step tender is declined by all service providers and the "Expected Response Time" has expired, the status SECURE_RESOURCES_TENDERED is still seen on the shipment.
What is expected is that the status would be updated to a status similar to SECURE RESOURCES_NO RESOURCES.
