Symptoms
Expense Report line items are created with NULL amount.
STEPS to REPRODUCE

The issue can be reproduced at will with the following steps:
Navigate: iExpenses
1. Click , Create an Expense Report
2. Enter a Mileage or Cash & Other Expense line item without the amount
3. Click on another tab
4. Submit the Expense Report
5. Application allows the user to submit the expense report with the incomplete details, which lead to null amount for the expense line.
