Facing java.lang.NullPointerException when creating expense report

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Expenses Home page from iExpenses Responsibility.
2. Enter details and go to Cash and Other Expenses page.
3. Provide partial information by entering more than 5 Lines at Cash and Other Expenses page, then click Next.
4. User gets 'java.lang.NullPointerException' error instead of the actual error message with Policy Violations.
5. Upon clicking Next button again, user gets policy violation errors which are expected to show at first place.
In 12.1.3 actual error message was coming without the need of saving and clicking on next.
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot understand the error to correct data at Cash and other Expenses without selecting Next again.
