On : 12.2.4 version, Auction/RFx creation

ACTUAL BEHAVIOR
-------------------------

In Two-Stage RFQ process, Technical Evaluator can see both attachment categories - From Supplier: Technical and From Supplier: Commercial.



EXPECTED BEHAVIOR
----------------------------

Technical Evaluator should be able to see only attachment with category - From Supplier: Technical.



STEPS
-----------------------

The issue can be reproduced at will with the following steps:
1. Create Two Stage RFQ
2. Create two requirement sections (Technical Requirements and Commercial Requirements)
3. Create scoring team with members of Technical team having Access as 'Scoring'
4. Create Quote
5. Sign on as technical evaluator and select the supplier response
6.Technical evaluator can see both Attachments categories : From Supplier: Technical and From Supplier: Commercial
