Unable To Select People When Trying Reassign Tasks in PDH (Doc ID 2748100.1)

Symptoms

On : 12.2.4 version, Catalog items

Actual Behavior
Find when trying to reassign tasks on a change order, not able to see the required person to which the task has to be reassigned.

The required person has a valid employee assigned in the system but still cannot be reassigned the task.

Expected Behavior
Requirement to ensure that task is reassigned to desired user.

Steps
The issue can be reproduced at will with the following steps:

1. Development Manager: Change Management, > Change Order Summary
2. Find Customer has a task template for an organization which has different change order for a particular user.  * Note there are other users for which the task can be reassigned

Check for a particular sequence number that not all people appear on the list available for reassignment. (Change Order > Lines > Change Tasks)

3. Customer expects all available users will be able to be reassigned.
