Step Tender Process Continues After a Carrier Has Accepted the Tender (Doc ID 2748152.1)

Symptoms

If a carrier responds to a step tender within a certain time window the system will process their accept, but continue with the next carrier in the step-tender list. This results in a shipment under the SECURE RESOURCES_ACCEPTED status but the incorrect service provider (i.e. not the accepting carrier) on the shipment.
