In Transaction monitor request showing pending approval. But approver did not receive the notification.

Approver should receive the notification

The issue can be reproduced at will with the following steps:
1. Employee Self Service
2. Transaction Monitor
3. Request showing pending approval. But approver did not receive the notification.
