Symptoms

Actual Behavior
After upgrading Oracle Database to 19c, when running AutoConfig to Database tier it ends with below error on adconfig.log.

ERROR DESCRIPTION:
(ORA-06550: line 1, column 7:
PLS-00201: identifier 'DBMS_SERVICE' must be declared
ORA-06550: line 1, column 7:
PL/SQL: Statement ignored (DBD ERROR: error possibly near <*> indicator at char 6 in 'BEGIN <*>dbms_service.create_service('ebs_<pdb>','ebs_<pdb>'); END;') at <ORACLE_HOME>/appsutil/bin/txkCreateEBSPDBService.pl line 407.

Steps
1. Upgrade Oracle Database from 12.1.0.2 to 19c by referencing  below document :
    Interoperability Notes: Oracle E-Business Suite Release 12.1 with Oracle Database 19c (<Document:2580629.1>)

2. Run AutoConfig on Database tier
