Cannot Separate Deliveries (Doc ID 2749543.1)

Goal

We have a requirement to send certain items on the sales order on different deliveries. Example:
I have sales order XXXX with items NNNN and NNNNN. We want item NNNNN to go on a separate delivery.
The setups includes:
1- Created new shipment priority :“Radio”. Note item NNNNN is radio type.
2- Created new release rule for this shipment priority.
3- In our Pick Slip Grouping we checked Shipment priority.

When I release the order above, the system still grouped both lines under one delivery.

Please advise on how to part Deliveries; how to have separate deliveries.
