Discount tiers in volume offer don't allow percent discounts with decimal seperator


Getting following error while creating second tier JBO-25009: Cannot create an object of type:oracle.jbo.domain.Number with value:2,5

Numeric characters like 10.000,00

After changing Numeric characters to 10,000.00 the steps 1-5 are working. But after changing back to 10.000,00 and entering the offer I'm getting

  JBO-25009: Cannot create an object of type:oracle.jbo.domain.Number with value:2,5
  JBO-25009: Cannot create an object of type:oracle.jbo.domain.Number with value:3,5
  JBO-25009: Cannot create an object of type:oracle.jbo.domain.Number with value:4,5

while saving.

STEPS

The issue can be reproduced at will with the following steps:
1. Create volume offer
2. Chose Operating Unit
3. Chose offer name
4. Create discount table with "Tiers By" Amount and "Discount By" Percent
5. Add Tiers
