Unable to Create a New Assignment Record for One Employee Because "Add" Icon Is Disabled (Doc ID 2751100.1)

Symptoms


While trying to create a new assignment record for one employee, the 'Add' icon from the bar menu is disabled.
If trying to click it the following error is seen:

ERROR
FRM-40352: Last record of query retrieved.
FRM: 41051: You cannot create records here.



STEPS
The issue can be reproduced at will with the following steps:
1. HRMS Manager responsibility
2. Create new assignment record
3. 'Add' button is greyed out
