Report Manager users receiving error when trying to download reports to Excel
The users are trying to publish FSGs using the Report manager when they receive this error.

You do not have permission to access this functionality. Please contact your system administrator for assistance.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Select the responsibility related to Report Manager.
2. Publish the FSG reports using the "Financial Report Submission" menu function.
