ACTUAL BEHAVIOR

In Change Pay function under manager self service, when attempting to create new proposal calendar popup is not opening from date picker/calendar icon.

EXPECTED BEHAVIOR
-----------------------

Calendar popup should open the calendar when click on date picker/calendar icon

STEPS
-----------------------

The issue can be reproduced at will with the following steps:

1. Login using "Manager Self Service" responsibility

2. Navigate to function "Change Pay"

3. Select the employee for whom pay change has to be keyed in and click on action

4. Click on "Propose Pay Change" button

5. Enter all the details and click on calendar icon against the "Proposed effective date" field, Calendar popup is not opening
