"Transferred to" Column Showing As Null for Terminated Employees (Doc ID 2751344.1)

Problem Statement:
After PRC:Transaction import program completes, Transferred to column is showing as null in Recent Timecards page for terminated employees, having leaving date in the middle of timecard period


Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1) Navigate to Self Service Time Entry responsibility
1)Create a timecard for the period 30-NOV-2020 to 6-DEC-2020 for all the days(Monday to Friday)
2)Auto Approval/Approving timecard for the period 30-NOV-2020 to 6-DEC-2020
3)Terminated employee/Deactivation of employee 3-DEC-2020(Thursday).
4)Running PRC:Transaction import program
5)Hours are interfaced to PA till 3-DEC-2020 and 4-DEC-2020 hours not interfaced(Expected this scenario)
6)In HXC_timecard_Summary table and in Recent Timecards page , Transfer_to column is showing as Null instead of Projects.
