Symptoms

When trying to modify the project manager key member dates by executing the PA_PROJECT_PUB.EXECUTE_UPDATE_PROJECT API the following error occurs:

Steps to Reproduce:

1.  Run the API PA_PROJECT_PUB.EXECUTE_UPDATE_PROJECT in SQL developer
2.  The project manager being added does not have the correct start and end date resulting in a gap
