Symptoms
On : 12.1.3 version, Descriptive flexfields (EXCEPT setup or Flexbuilder issues)
When attempting to access chart of accounts value sets the following error occurs.

ORA-06502: PL/SQL: numeric or value error: character to number conversion error
ORA-06512: at "APPS.FND_NUMBER", line 20
STEPS

The issue can be reproduced at will with the following steps:
1. Login to E-business Suite
2. System Administrator -> Application -> Validation -> Values
3. Query the value Set
