When updating the proxy for the user, it errors out with "You are trying to update an inactive user. Changes cannot be made."

Stops to Reproduce
---------------------------

1. Login to EBS application.

2. Go to 'Manage Proxies"

3. Try to update the proxy setup for user, error is displayed.
