Terminate Expired Contracts not Fully Processing all Contracts when Run Wide Open (Doc ID 2752906.1)

Symptoms

On : 12.2.5 version, Terminations

ACTUAL BEHAVIOR
---------------
Find that Terminate Expired Contracts is not fully processing all contracts when run wide open.
It was noticed that some contracts were not Expiring or flipping to Evergreen.

If the program is run with the Contract Number populated for these contracts they are processed and either Expire, move to Evergreen or provide an error in a Termination Transaction.
When the contracts are missed in the wide open run no termination transaction is ever created, even though debugs clearly show that the contract was picked up for processing.
The debugs even show that the contract is processing successfully, but never really processes.

EXPECTED BEHAVIOR

Expect to have all eligible contracts either expire or turn evergreen.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run Terminate Expired Contracts with no Contract Number parameter.
