On : 12.2.5 version, Modifiers Setup only
ACTUAL BEHAVIOR
---------------
Promotion Limits Modifier having Group of Lines as Modifier Level and Usage as Limit Basis,
does not apply the promotion for all Order Lines, when available Usage =1, but only to the first line.
EXPECTED BEHAVIOR
-----------------------
Expect to apply promotion modifier for all Lines and not only for the first Line when available Usage = 1
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Promotion Modifier
2. Define Limits Basis = Usage and Enforced = Across all Transactions
3. Set Limit Amount = 3
4. For first 2 Orders, promotion is applied for all Lines
5 For the 3rd Order (available Usage =1), promotion is applied only for the first Line
BUSINESS IMPACT

Due to this issue, users cannot apply promotion for all Lines when available Usage =1
