EAM Work Order Print Personalization Not Working (Doc ID 2753301.1)

Symptoms

ACTUAL BEHAVIOR

After migrating from 12.1.3 to 12.2.8 EAM Work Order Print Page, a personalization is in place to uncheck fields (Materials, Resources, etc.) and default the Format field to 'PDF'. However, the personalization
looks to be set up correctly and shows on the 'Inspect MDS Contents' but doe NOT work. The fields are still checked and the Format defaults to HTML instead of PDF.

EXPECTED BEHAVIOR

The fields should be unchecked base on personalization.

STEPS

The issue can be reproduced at will with the following steps:
1. (R) Maintenance Super User
2. (N) Home->Work order
3. Search for a work order.
4. Select Print work order button.
5. Select Personalize "select parameters"
  - By default all parameters are checked (set as True)
6. For Resources parameter, select Personalize pencil icon
  - For Site, Organization, Maintenance User Responsibility
  - Set Initial Values to N and click Apply.
7. Return to application
8. Resource is still checked.
