Cannot Select "Accrual Type" = "Amount" On Offer (Doc ID 2753360.1)

ACTUAL BEHAVIOR

Cannot use the "Accrual Type" = "Amount"

When adding an item category in the "Products" tab of the budget accrual parameters, when we select the accrual type "Amount", once we have saved and re query the budget, the accrual type shows as "Percent" instead of the previously selected/saved "Amount"

EXPECTED BEHAVIOR

We cannot add new accrual parameters in our budget. We need to be able to do so this month for our next year's budget

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Query a budget
2. Click on Accrual Parameters
3. Go to "Products" tab
4. Add an item category and select the "Accrual Type" = "Amount. Enter all other required fields
5. Click on "Apply" and "Save"
6. Go back to Accrual Parameters - the Accrual type is showing as "Percent" instead of "Amount'
