Approvals Management Responsibilities Not Showing for User After Assigning Roles (Doc ID 2754043.1)

Symptoms

ACTUAL BEHAVIOR
--------------------
Users do not have access to the AME responsibilities (not available) after upgrading from 12.1.3 to 12.2.7.  The AME post upgrade process was run as well as assigning
roles as required. Cache was also cleared.

EXPECTED BEHAVIOR
-----------------------
Expect the AME Responsibilities to show in the list of Responsibilities for the Users

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upgrade the instance from 12.1.3 to 12.2.7
2. Run the AME Post Upgrade process and Assign Roles to new Users and cleared cache
3. Log in as existing user or New User and the responsibilities are not available.

Changes

 Upgrade the instance from 12.1.3 to 12.2.7
