SSHR does not show ECC HR Dashboard Icon under HR responsibility
EXPECTED BEHAVIOR

SSHR should show ECC Dashboard Icon
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into self service page
2. go to the customer defined responsibility, do not see ECC HR icon.
3. Customer did the same configuration for ECC, it works for all products, except HR ECC
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot move the ECC into product and missing their deadline.
