"The status of the buyer on PO is currently Inactive" Error while Submitting Change Request

Symptoms
On : 12.1.3 version, Change Order
When attempting to submit change request, approval did not go to buyer. The notification has been sent to preparer with following error
ERROR

“The status of the buyer on PO is currently 'Inactive', please take necessary action on the change request or re-assign to the active buyer."
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to iProcurement
2. Submit change request for requisition
3. Requester receives a notification with above error message even though buyer is active
(Buyer is from other business group and HR:Cross Business Group is set to Yes)
