Cannot Change Workplan Task Transaction Finish Date Due To Error: PA (_BLAMT_EXISTS_PRIOR_ETC=N) (Doc ID 2755440.1)

Symptoms

For one project, when trying to change the Transaction Finish date on the task, the following error is encountered:

1. Project Name:<project name>; Task: &Task; Resource Name: ; Start Date: 01-JUN-2020; Budget lines with plan amounts not equal to actuals exists prior to
actual through period date. (RESOURCE_ASSIGNMENT=<resource assignment ID)

2. PA (_BLAMT_EXISTS_PRIOR_ETC=N)

Steps to reproduce:
1. Using the Projects responsibility, open the Project from the Project List and navigate to Workplan -->Tasks
2. Try to change the Transaction Finish date to 30-Jun-2021
