RFQ Is Stuck In 'In Progress' Status After Timeout (Doc ID 2755483.1)

Symptoms

On : 12.2.7 version, Auction/RFx creation

ACTUAL BEHAVIOR
---------------
RFQ approval is stuck in In Progress after timeout

EXPECTED BEHAVIOR
-----------------------
RFQ should be processed again if timeout happens

STEPS
-----------------------
1. Navigate to Sourcing Responsibility
2. Create the RFQ and include approval by collaboration members.
3. Submit the negotiation for approval.
4. As approvers , do not respond to the notification
5. The workflow will timeout eventually and leaves the RFQ which can not be reused
6. RFQ status is in 'In Progress'
