On : 12.2.3 version, Purchasing Processes

While trying to cancel a PO line, the following error appears: 

ERROR
-----------------------

Error: The value of the runtime parameter p_cancel_reqs_flag (used to determine whether or not the requisition should be cancelled) [Value=N] conflicted with the Purchasing Organization System Setup[Value=A]. Therefore the Purchasing Organization System setup was enforced and the runtime parameter was ignored.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Purchasing Respsonbility
2. Query the PO in Purchase Order Summary form
3. Tools > Cancel
4. Get the above error
